Latest Draw CRS Score Dips to 491

November 22nd’s draw was the 11th Express Entry draw since resuming all program draws on July 6th, 2022. Draws have been seeing a gradual decrease in CRS scores from 557 to 491 in the most recent draw. 

Express Entry draw 236 issued 4,750 Invitations to Apply (ITA)  to candidates with a minimum Comprehensive Ranking System (CRS) of 491. There was no program specified for the draw, meaning that invitations were issued to candidates from the Canadian Experience Class (CEC) and the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP).

The CRS has been steadily decreasing with each draw as the backlog of applications in the Express Entry pool is being processed. The most recent draw saw a 3-point CRS decrease. As draws have continued, the CRS score has been gradually seeing less and less dramatic CRS score decreases. 

There were also 4,750 ITAs issued in the most recent draw. The last three draws in a row saw the same number of ITAs issued which is reflective of pre-pandemic draw levels.

Express Entry Changes Expected in 2023

Wrapping up 2022 and moving into early 2023, candidates can expect that Express Entry draws will likely continue as they are with the CRS being the deciding factor when issuing ITAs. However, the IRCC has stated its intention to begin conducting targeted Express Entry draws in 2023. Targeted draws would be beneficial because they would give the government a better ability to fill specific labour gaps and target those with in-demand skills.

Bill C-19 would give the framework for holding such targeted draws. This bill would allow candidates to be invited based on groupings outlined by the IRCC. This would allow for the IRCC to intentionally target candidates based on their occupation, language and/or education to meet specific gaps.

According to Immigration Minister Sean Fraser, the current Express Entry all program draws do not sufficiently meet current immigration needs. The current draws, do not allow Canada to bring in foreign nationals who align with the country’s most in-demand skills and experience.

It’s still unclear exactly how these targeted draws will be carried out, what will be targeted, or how often. It is expected that targeted draws will likely begin around the first quarter of 2023, but no exact date has been given as of yet.

While the exact groupings have not been confirmed; they will likely be based on factors such as work experience, educational background, or proficiency in one of Canada’s official languages. For example, they may hold a round of invitations issued to only French speakers, or to candidates with experience in a particular occupation in demand.

New Immigration Targets Released

Critical labour market shortages have led many to turn to immigration as a path forward in addressing these critical shortages. The new plan embraces immigration as a strategy to help businesses find workers. It also aims to attract the skills required to fill key sectors, such as health care, skilled trades, manufacturing and technology. This will help to manage the social and economic challenges facing Canada in the decades ahead.

Over the next three years, Canada will increase the number of new immigrants to the country each year. Canada will aim to welcome 465,000 new immigrants in 2023. The target will rise to 485,000 new immigrants in 2024. And it will again rise in 2025 to 500,000 new immigrants. The plan also brings an increased focus on attracting newcomers to different regions of the country, including small towns and rural communities. 

The new plan also aims to increase regional programs to address targeted local labour market needs, through the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot.

Last year Canada welcomed over 405,000 newcomers, the most ever welcomed in a single year. Canada is looking to break that record for 2022 by welcoming nearly 432,000 by the end of the year – a target which is expected to be met. 

What is Express Entry and How Can I Apply?

Express Entry is a system used by the Canadian government to manage applications for Canadian permanent residency. Express Entry uses a point-based system, the CRS, to rank candidates’ profiles. The system manages three main programs:

Applying to Express Entry is a two-step procedure. The first step is to submit your profile with the required documents. Required documents usually consist of language test results, educational credentials and passport or travel documentation.

After you submit a profile and receive an invitation to apply for Canadian permanent residence, you can submit your complete application for the IRCC to review. Your complete application should include supporting documents such as reference letters, additional identity documents, police clearance certificates, and results of a medical examination. 

When Will the Next Express Entry Draw Be?

The expected next Canada Express Entry draw prediction is December 7th, 2022. According to IRCC, Express Entry draws are held on a bi-weekly basis on Wednesday afternoons.
